Fill dirt is not topsoil
Fill dirt is subsoil: the mineral layer below the topsoil, with the organic matter screened or simply absent. It compacts well and holds a grade, which is exactly why nothing grows in it. Use it for volume, then cap with topsoil for anything planted.
It is also far cheaper — often $5–25 a cubic yard against $20–60 for screened topsoil. On a large regrade that difference is the whole budget.
What to ask before you order
Ask what is in it. Clean fill is soil and stone; cheaper loads carry brick, concrete and root matter, which is fine under a driveway and a problem under a lawn.
Ask whether it is compactable. Some yards sell a sandy fill that drains well but will not hold a slope, and a clay fill that holds grade but perches water. Describe the job and let them pick.
